Hello,

I wanted to give you an update on what happened at the Open Meeting of the Colorado Board of Dental Examiners on Thursday, August 18 regarding HB11-1100. 

A HUGE thanks to those who attended the meeting on behalf of CDHA: Deb Astroth, Donna Stach, Terri Tilliss, Lynda Larsen, Dianna Orf (Lobbyist) and myself.  We made a strong showing and participated in a lively discussion prompted by the board members. I provided written testimony to the board in their board packets prior to the meeting. I was invited  to open the discussion  for the board and shared the concerns of the CDHA.  I had asked Donna Stach to attend as an curriculum and academic expert.  She had spoken with Mark Patterson, as he was unavailable to attend in person, so she was current with his very pertinent experiences. She followed and her testimony was invaluable -  thank you Donna!!  One of the HUGE benefits of being present at the meetings is the ability to respond to the questions of the board members in a timely and interactive manner.  It simply is most effective!

Unfortunately, this meeting was not a Rulemaking Hearing and thus, the board’s attorney reminded us that all testimony, written and verbal would need to be repeated for official consideration at the actual Rulemaking Hearing on Wednesday, October 19, 1 – 5pm.  Several of you thought you were going to be able to provide written testimony, but I never received any copy of any.  It is not too late!!  Please provide any written testimony to the board via Maulid.Miskell@dora.state.co.us  before September 28 for inclusion in the board’s packet.  Please make sure your testimony is clearly marked for the Rulemaking Hearing on October 19 regarding HB 11-1100.  Also, please copy me, so we know what has been presented.  

If anyone is available to attend this Rulemaking Hearing please let me know!  Most of those who attended in August are not available in October.


Mo proposed the following as starting language for the Rule that needs to be created in response to HB11-1100 which gave the directive to the licensing boards to clarify the intent: 

Education, training, or service gained in military services outlined in CRS 24-34-102(8.5), to be accepted and applied towards receiving a license, must be substantially equivalent, as determined by the [board/director], to the qualifications otherwise applicable at the time of receipt of application.  It is the applicant’s responsibility to provide timely and complete evidence for review and consideration.  Satisfactory evidence of such education, training, or service will be assessed on a case by case basis.

Discussion ensued and it was suggested that the word substantially be removed from the second line as it is confusing.  It was also proposed to remove the last sentence.  Ultimately, the board voted to accept this language as their starting point for the hearing.
