Colorado Dental Hygienists' Association

Do you want to support our legislative activities?

A PAC enables dental hygienists to collectively support candidates who share your interests, providing a stronger vice for oral healthcare concerns. The Colorado Hygiene Political Action Committee (CO-HY-PAC) is a voluntary non-profit committee of dental hygienists, spouses, and consumers who are interested in supporting state and federal elected officials. The PAC board (elected by the PAC members), reviews and selects candidates to receive HY-PAC support, and manages the fundraising and communication activities of the PAC. The Colorado Hygiene Political Action Committee has memberships available for $15.00. Lifetime member-ships are $150.00. Beginning July, 2001 the membership dues will increase, so get it at the bargain rate today. Please contact Trudy Tong, Secretary/Treasurer for an application.




CO-HY-PAC

A political action committee enables individuals to collectively support candidates who share your interests, providing a stronger voice. The Colorado Dental Hygiene Political Action Committee, or CO-HY-PAC, is a voluntary, non-profit committee composed of dental hygienists and other individuals who support the issues and state and federal elected officials that we support. The members of CO-HY-PAC meet during the CDHA Annual Meeting and elect individuals to serve as officers. The current officers are Linda Wilkinson, Chair; Lori Kielt, Secretary; and Deb Astroth, Treasurer.

The officers review candidates for state and federal office and their positions on issues and recommend candidates to receive CO-HY-PAC campaign contributions. The officers also manage the donations and communication activities of the PAC. Funds for campaign contributions are solicited only through membership dues to the PAC, in compliance with state law. Annual membership is $45.00 and Lifetime membership is $150.00. Please contact Deb Astroth, Dbastroth@aol.com or 303-722-2848 to request a membership application.

101 CONCERNING THE DUTIES THAT MAY BE PERFORMED BY A DENTAL

Adds duties to the list of what constitutes the practice of
unsupervised and supervised dental hygiene. Clarifies the tasks that are
authorized to be performed by dental assistants or dental hygienists.

1 SECTION 1. 12-35-124 (1) (a) and (1) (d), Colorado Revised
2 Statutes, are amended, and the said 12-35-124 (1) is further amended BY
3 THE ADDITION OF THE FOLLOWING NEW PARAGRAPHS, to
4 read:
5 12-35-124. What constitutes practicing unsupervised dental
6 hygiene. (1) Unless licensed to practice dentistry, a person shall be
7 deemed to be practicing unsupervised dental hygiene who:
8 (a) Removes deposits, accretions, and stains by scaling with hand,
9 ultrasonic, or other devices from all surfaces of the tooth and smoothes
10 and polishes natural and restored tooth surfaces, INCLUDING ROOT
11 PLANING;
12 (d) Gathers and assembles information including, but not limited
13 to:
14 (I) Fact-finding and patient history; oral
15 (II) PREPARATION OF STUDY CASTS;
16 (III) EXTRA- AND INTRA-ORAL inspection; and
17 (IV) Dental and periodontal charting; or AND
18 (V) RADIOGRAPHIC AND X-RAY SURVEY FOR THE PURPOSE OF
19 ASSESSING AND DIAGNOSING DENTAL HYGIENE-RELATED CONDITIONS FOR
20 TREATMENT PLANNING FOR DENTAL HYGIENE SERVICES AS DESCRIBED IN
21 THIS SECTION AND SECTION 12-35-125 AND IDENTIFYING DENTAL
22 ABNORMALITIES FOR IMMEDIATE REFERRAL TO A DENTIST;
23 (f) PERFORMS DENTAL HYGIENE ASSESSMENT, DENTAL HYGIENE
24 DIAGNOSIS, AND DENTAL HYGIENE TREATMENT PLANNING FOR DENTAL
25 HYGIENE SERVICES AS DESCRIBED IN THIS SECTION AND SECTION
26 12-35-125 AND IDENTIFIES DENTAL ABNORMALITIES FOR IMMEDIATE
27 REFERRAL TO A DENTIST; OR

1 (g) ORDERS AND ADMINISTERS FLUORIDE, FLUORIDE VARNISH, AND
2 ANTIMICROBIAL SOLUTIONS FOR MOUTH RINSING.
3 SECTION 2. 12-35-125 (1) (d) and (1) (f), Colorado Revised
4 Statutes, are amended, and the said 12-35-125 (1) is further amended BY
5 THE ADDITION OF THE FOLLOWING NEW PARAGRAPHS, to
6 read:
7 12-35-125. What constitutes practicing supervised dental
8 hygiene. (1) Unless licensed to practice dentistry, a person shall be
9 deemed to be practicing supervised dental hygiene who:
10 (d) Gathers and assembles information including, but not limited
11 to:
12 (I) Fact-finding and patient history;
13 (II) Radiographic and X-ray survey FOR THE PURPOSE OF
14 ASSESSING AND DIAGNOSING DENTAL HYGIENE-RELATED CONDITIONS FOR
15 TREATMENT PLANNING FOR DENTAL HYGIENE SERVICES AS DESCRIBED IN
16 SECTION 12-35-124 AND THIS SECTION AND IDENTIFYING DENTAL
17 ABNORMALITIES FOR IMMEDIATE REFERRAL TO A DENTIST;
18 (III) Preparation of study casts;
19 (IV) Oral inspection; and
20 (V) Dental and periodontal charting;
21 (f) Administers local anesthetic under the direct INDIRECT
22 supervision of a licensed dentist pursuant to rules of the board, which
23 rules shall include minimum education requirements and procedures for
24 such administration;
25 (g) PERFORMS DENTAL HYGIENE ASSESSMENT, DENTAL HYGIENE
26 DIAGNOSIS, AND DENTAL HYGIENE TREATMENT PLANNING FOR DENTAL
27 HYGIENE SERVICES AS DESCRIBED IN THIS SECTION AND SECTION

1 12-35-124 AND IDENTIFIES DENTAL ABNORMALITIES FOR IMMEDIATE
2 REFERRAL TO A DENTIST; OR
3 (h) ORDERS AND ADMINISTERS FLUORIDE, FLUORIDE VARNISH, AND
4 ANTIMICROBIAL SOLUTIONS FOR MOUTH RINSING.
5 SECTION 3. 12-35-128 (1) and (2), Colorado Revised Statutes,
6 are amended to read:
7 12-35-128. Tasks authorized to be performed by dental
8 assistants or dental hygienists. (1) The responsibility for DENTAL
9 diagnosis, DENTAL treatment planning, or the prescription of therapeutic
10 measures in the practice of dentistry shall remain with a licensed dentist
11 and may not be assigned to any dental hygienist; EXCEPT THAT A DENTAL
12 HYGIENIST MAY PERFORM DENTAL HYGIENE ASSESSMENT, DENTAL
13 HYGIENE DIAGNOSIS, AND DENTAL HYGIENE TREATMENT PLANNING FOR
14 DENTAL HYGIENE SERVICES; IDENTIFY DENTAL ABNORMALITIES FOR
15 IMMEDIATE REFERRAL TO A DENTIST AS DESCRIBED IN SECTIONS 12-35-124
16 AND 12-35-125; AND MAY ORDER AND ADMINISTER FLUORIDE, FLUORIDE
17 VARNISH, AND ANTIMICROBIAL SOLUTIONS FOR MOUTH RINSING AS
18 DESCRIBED IN SECTIONS 12-35-124 AND 12-35-125, AND RESORBABLE
19 ANTIMICROBIAL AGENTS PURSUANT TO RULES OF THE BOARD. No dental
20 procedure that will contribute to or result in an irremediable alteration of
21 the oral anatomy may be assigned to anyone other than a licensed dentist.
22 (2) Except as provided in subsection (1) of this section, a dental
23 hygienist may perform any dental task or procedure assigned to the
24 hygienist by a licensed dentist that does not require the professional skill
25 of a licensed dentist; except that such task or procedure shall be
26 performed only under the general INDIRECT supervision of a licensed
27 dentist on the premises, or as provided elsewhere in this section SECTIONS

2 SECTION 4. Safety clause. The general assembly hereby finds,
3 determines, and declares that this act is necessary for the immediate
4 preservation of the public peace, health, and safety.
